Job Purpose
The CF Uganda PPG Consultant will support the preparation, validation, coordination, and submission of project documentation related to climate finance and Global Environment Facility (GEF) programmes.
The role includes stakeholder consultations, project proposal development, co-financing validation, report preparation, and submission of endorsement packages to UNEP internal committees and the GEF Secretariat.

Key Job Responsibilities (JD)
The selected consultant will be responsible for:
Project Documentation & Reporting
- Prepare detailed mission reports and validation workshop reports summarizing:
- Findings and recommendations
- Decisions from consultation workshops
- Stakeholder participation lists
- Draft and finalize comprehensive stakeholder consultation reports in compliance with GEF requirements
Climate Finance & Co-Financing Coordination
- Lead discussions on co-finance contributions
- Validate financial commitments and contribution structures
- Identify project components receiving co-finance allocations
- Complete co-financing budget templates and facilitate commitment documentation
GEF & UNEP Submission Management
- Prepare final versions of:
- CEO Endorsement Documents
- Technical annexes and supporting materials
- Coordinate internal submissions to:
- UNEP Project Review Committee (PRC)
- GEF Secretariat
- Draft responses to review comments until final approval is achieved
Stakeholder & Project Coordination
- Engage with project stakeholders and development partners
- Monitor project timelines and development schedules
- Report implementation risks and information gaps to UNEP promptly
- Ensure quality delivery of all required consultancy deliverables
